Antitrust Under the Biden Administration: Have the Rules Changed?

Carly Anderson is Chief Counsel for Competition and Anti-Corruption & Regional Counsel for Canada and Latin America at The Boeing Company. Before joining Boeing, Carly served as counsel to the Assistant Attorney General of the Antitrust Division at the Department of Justice. Prior to that she was Deputy Associate Counsel at the Obama White House.

Before joining the White House, Carly served as a Trial Attorney at the Federal Programs Branch of the Department of Justice, where she specialized in civil litigation. Carly clerked for the Honorable Miriam Cedarbaum in the Southern District of New York and the Honorable Joel Flaum on the Seventh Circuit Court of Appeals.

Carly attended Harvard Law School, holds a Master’s Degree from the London School of Economics, and her B.A. from Stanford University.

Steve Borgsdorf is the Senior Legal Counsel at Robert Bosch LLC. He received his JD from the Wisconsin University Law School.

Sandra Talbott is the Assistant Director of the U.S. Department of Justice’s Procurement Collusion Strike Force (PCSF), a nationwide initiative to combat antitrust crimes and related schemes in government procurement, grant, and program funding at federal, state, and local levels of government.

In this role, Talbott is part of the PCSF’s leadership team, responsible for strategy, operations, programming, and day-to-day management of the PCSF. Talbott also serves as a federal prosecutor with the Antitrust Division’s Chicago office, where she investigates and prosecutes fraudulent schemes designed to undermine competition, including criminal conspiracies that target public agencies, bid rigging, price fixing, and other related federal crimes.

Prior to joining the Department of Justice, Talbott was an Assistant Attorney General in the Illinois Attorney General’s Office, where she was part of civil litigation teams responsible for investigating matters of significant public importance, and prosecuted complex financial fraud and tax schemes against consumers, companies, and the government. Talbott began her career as an Assistant District Attorney in New York City. She is a graduate of American University’s Washington College of Law.

Andre Geverola leads the firm's cartel investigations practice. He was the first and is the most recent Director of Criminal Litigation in the Antitrust Division of the U.S. Department of Justice, where he supervised all criminal litigation matters across the country and helped formulate critical policies and practices that impact leniency applications, grand jury investigations, and litigation. Mr. Geverola brings to his clients a unique perspective in antitrust and white-collar matters across a number of industries coupled with practical approaches to compliance and risk mitigation.

As Director of Criminal Litigation, Mr. Geverola supervised all criminal cartel matters for the Antitrust Division.

Mr. Geverola has broad experience in white-collar matters and has coordinated investigations with the DOJ Criminal Division, Civil Division, and various US Attorney's Offices. Additionally, Mr. Geverola has worked with and trained antitrust enforcement agencies across the globe, including Japan, Korea, Vietnam, the Philippines, Hong Kong, Ecuador, Chile, Brazil, Israel, Canada, the United Kingdom, and the European Union.

Earlier in his career at the Antitrust Division, Mr. Geverola worked as a trial attorney and then as Assistant Chief in the Antitrust Division’s Chicago Office. In these roles, he led numerous investigations and prosecutions of antitrust, fraud, and related offenses, and was responsible for the most significant corporate criminal cases in the history of the office.

Prior to the Antitrust Division, Mr. Geverola practiced at another top international law firm, where he represented clients in criminal and civil litigation and government investigations, focusing on antitrust, FCPA, and fraud matters in a variety of industries, including technology, energy, and manufacturing.
